Islamic Revolution Leader Ayatollah Sayyid Ali Khamenei Saturday gave a
ringing vote of confidence to the ninth administration for its performance
in domestic and foreign affairs, urging for employment of appropriate
planning and management under the 20- Year Vision Plan to smooth the path
forward.
Addressing an audience of executive authorities, Ayatollah Khamenei
appreciated the three branches of power for staging of a joint meeting of
executive authorities two days earlier and called for further staging of
such sessions.
"The status quo is phenomenal with the administration following a
revolutionary platform in its decision making and policy building,"
Ayatollah Khamenei said, adding that the ballot of the Iranian people had
brought to office such a government whose domi nant attitude is inspired
by revolutionary concepts.
"In the past years, some people, even including some of the
revolutionary insiders, presumed that the fundamental mottos of the
Islamic Revolution namely Islamic dignity, justice, anti-arrogance combat,
and poverty removal enjoy little call in air and th eir time is over. Even
some people dared treat the mottos insolently. However, the public resolve
and coming to power of the Ninth Administration helped refresh the mottos
and values," Ayatollah Khamenei said.
The IR Leader urged the audience to take advantage of the precious
occasion to serve people.
Ayatollah Khameni called for adopting brave, prudent decisions for
further development of the country, reminding the audience of the
long-drawn despotic rule of the Qajar and Pahlavid dynasties in the
country, ensued by persistent problems and compounded by some
post-revolutionary mistakes.
"Under such conditions, namely the country's demand for untiring effort
coupled with the abundance of talents and sincere and competent forces,
brave and prudent measures are needed to remove the problems of the
country," Ayatollah Khamenei said.
Ayatollah Khamenei appreciated the Ninth Administration for its
braveness in adopting measures, not least its brave performance in the
case of petrol rationing, calling for the administration to stay the
course by taking into account the potential implic ations and
considerations.
Ayatollah Khamenei pointed to a colossal 36 billion euros odd fuel
subsidy, adding that a gradual downsizing of the splurge would serve
public utilities, job creation, and development of schools and roads.
The IR Leader said criticisms facing the ninth administration are
partly sincere and instructed the ninth administration to pay further heed
to informing the public about its activities.
"The administration must fix the shortcoming by activating public
relations offices in its various sections to furnish people about its
different activities via the national airwaves and press through a
persuasive language," Ayatollah Khamenei urged.
The IR Leader added that some of those criticisms are triggered by
insincerity, adding, "There are people on all occasions who when some work
is done chunter why it is and when some work misses chunter why it does.
These sorts of criticism must not be pa id attention."
Ayatollah Khamenei appreciated President Mahmoud Ahmadinejad and his
cabinet for their routine provincial working tours, adding, "It is
flabbergasting that how some individuals can question the invaluable
measure whereas the provincial tours have helped the administration to
closely examine the realities and problems in different points of the
country."
In the same regard, Ayatollah Khamenei said that the close examination
of the country's fact and realities would produce much more credible
results than just picking the written administrative reports for study.
"It is significant that the people of some cities, who simply could not
come in contact with an official at director general level, are now able
to meet the President first hand," Ayatollah Khamenei said, adding that
the blessed measure must be appropria tely kept until the people pick the
fruits.
The Islamic Revolution Leader urged the cabinet to implement duly all
the ratifications it had approved during its provincial tours, adding
however that in cases where the administration finds some ratification as
not feasible, it must openly pass the ma tter to the people and reason so
that the people maintain their confidence in the authorities.
Ayatollah Khamenei said the Islamic government is responsible for the
cultural, moral and scientific growth of the society besides temporal
conditions, adding that the administration must promote morality and fine
intellectual values in society.
The IR Leader said several sections of the cabinet proves momentous for
the assignment, including the Ministry of Culture and Islamic Guidance,
the Ministry of Education and Soul Nurturing, the Ministry of Science,
Researches and Technology as well as t he Ministry of Health, Treatment
and Medical Training.
The Islamic Revolution Leader blamed global Zionist network and their
agents within world governments for efforts to deviate the Islamic youths
from serious matters and scientific growth by making them to play around
taking worthless material issues. "Th ough cultural in nature, the
anti-network combat must be adopted as a brave political move by the
administration," the IR Leader added.
Ayatollah Khamenei said that the ongoing social and moral security
scheme in the country could be discussed in the same context, urging for
the undeviating implementation of the moral undertaking irrespective of
the existing uproars.
Ayatollah Khamenei called the campaign against corruption another
significant task of the administration, adding that should the combat is
adopted within the executive body it would produce greater results than
judicial measures.
"Combat against corruption demands sincerity so that any weakness in
this regard would prove unproductive," Ayatollah Khamenei added.
Ayatollah Khamenei urged for the administration to observe the 20 Year
Vision Plan in every decision-making, adding that steady objectives are
the key to successful development and that the Five-Year Development
Projects must be attuned and implemented w ithin the framework of the
Vision Plan.
In another regard, Ayatollah Khamenei appreciated the Ninth
Administration for its active and productive foreign policy, adding that
the Islamic Republic of Iran adopted an offensive stance in the realm of
foreign policy and any shift to defensive proves wrongful which
unfortunately took place occasionally.
The Islamic Revolution Leader distinguished between the offensive
stance and policy of mongering of war with the world.
"Offensive stance means a policy of making claims as the Islamic
Republic of Iran have many claims to settle with the present world. The
Islamic Republic of Iran has many questions from the so-called modern
world regarding arrogance, woman issue, interna l conflicts, arms
proliferation, WMD proliferation, and spread of secularism and vice,"
Ayatollah Khamenei said.
Ayatollah Khamenei said the stance embodies claims of a live nation in
the face of an offending world which disseminates falsified policies,
adding that the Islamic Republic of Iran had been practicing an offensive
stance in many issues.
Pointing to the distortion by the arrogant world of the realities,
Ayatollah Khamenei said that while the American government has faced
high-riding hate of the world of Islam and for the same reason has failed
in many regional matters, including the Iraq i issue, it tries to shift
the blame to other parties.
"The Americans, instead of paying attention to the origin of the
failure which is the hate of the Islamic nations and the resulting
non-cooperation, distort the question and point their finger at the
Islamic Republic of Iran, showing that the senior auth orities of a big
world power have been wrong in their policies and perceptions and so moved
to churn baseless remarks," the IR Leader said.
"There is no doubt that the Iranian nation and government keep hatred
towards the American government, however the root of America's problems
lies elsewhere," Ayatollah Khamenei added.
Concerning the Iranian nuclear program, Ayatollah Khamenei reaffirmed
that the Iranian nation will bravely pursue what is right, irrespective of
hue and cry.
Ayatollah Khamenei urged the authorities to avoid wasting their time by
political bickering, adding that the opportunity on the ground must be
taken especially regarding the fact that the fate of he country and the

Islamic Revolution Leader Ayatollah Sayed Ali Khamenei told the
visiting Iraqi President Jalal Talabani and his accompanying delegation
Tuesday evening that the paramount issue facing Iraq at the moment is the
presence of the occupiers and lack of security.
"The Islamic Republic of Iran continues to give unstinting support to
the serving Iraqi government, its president, its premier, its
administration and its parliament which are elected by the Iraqi people,"
Ayatollah Khamenei reaffirmed.
The IR Leader said the Iraqi people had shown such a presence and
balloting performance which had had no precedence in the history of the
country.
"The opponents of the status quo are actually playing discontent with
the will and interests of the Iraqi people. America and Britain top the
opponent circle and some of the regional states are unfortunately acting
against the interests of the Iraqi people as well."
Ayatollah Khamenei underscored readiness on the part of the Islamic
Republic of Iran to extend all cooperation to the government and nation of
Iraq to restore security in the country.
"Americans are against the expansion of relations between Iran and Iraq
and try to disrupt the ties. We must stand up to their attempt," Ayatollah
Khamenei urged Talabani.
The Islamic Revolution Leader urged the Iraqi nation, especially its
political and cultural elites to enhance their unity and solidarity,
adding that the spy services of America, Zionist regime and some countries
on their turf in particular are to blame for the Iraqi insecurity and the
ongoing atrocities.
Ayatollah Khamenei pointed to America's move to arm several terrorist
outfits inside Iraq, saying that the issue will prove harmful to America
as they once faced the consequences of a similar move in Afghanistan a few

Ayatollah Khamenei then warned about America's incendiary policy in the
region, especially in Palestine, adding, "The Palestinian situation,

pressure on the people-elected government are really heartrending."
"Under such conditions, the regional nations and countries has no
solution but to bolster their might and enhance their ranks against the
bullying powers," Ayatollah Khamenei underlined.
Ayatollah Khamenei underlined that the regional nations can indeed
stand against the superpowers by working together, adding that had the
nations put on resolve, they can do any work they wish among others to
bring America to heel.
In the meeting, which was also attended by President Mahmoud
Ahmadinejad, the Iraqi President praised the IRI's nation and government

Jalal Talabani said that the Iraqi government views expansion of

Islamic Revolution Leader Ayatollah Sayed Ali Khamenei urged Tehran's
Mayor, his assistants as well as members of the Islamic Municipal Council
Monday to focus on both body and soul of the mega city and heed cultural
and religious values in their services to people.
"The municipal body and the mayoral corporation must exercise a cozy
interaction and harmonize their performance with one another as well as
with the executive bodies when fixing the main problems of Tehran mega
city," the IR Leader urged.
Ayatollah Khamenei praised the outgoing members of the municipal
council as well as the reinstated mayor of the capital for their
performance.

culture is the culture of the Islamic Revolution and religious values,"

Islamic Revolution values from society and deviate people from the
revolutionary line, adding that the revolutionary and Islamic values must
be observed in every cultural affair.
"The objective demands effort, motivation and resolve," the honorable
noted.
Concerning the public affairs, Ayatollah Khamenei said that the doors
of the municipality must always be open to people, adding that
municipalities are always subject to opportunists whereas easy access of
people to the municipal administrators will in large part block the way to
opportunism.
Ayatollah Khamenei underlined unwavering crackdown by municipal
administrators against opportunist individuals, urging however for
avoiding any sort of rigidity towards the ordinary people.
"The city must be run among others by scientific methods and prominent
university researchers," Ayatollah Khamenei added.
Ayatollah Khamenei then urged the municipal convention to make
transparency regarding the municipal funds, protect public money, avoid
luxury, and prevent their political inclinations from affecting their
performance and services to people.
"Let us put on attire of service and serve people alongside each other,"

Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei on
Saturday expressed condolence on "great loss" of departure of Grand
Ayatollah Mohammad Fazel Lankarani.
"With deep sorrow and grief, I have been informed of the tragic demise
of the distinguished religious figure, the late Ayatollah Fazel Lankarani,
may God grant his soul eternal peace," read the Supreme Leader's message
issued in an hour after the Grand Ayatollah's death.
The Leader said Grand Ayatollah's departure is a "great loss" for
seminarians and the noble Iranian nation.
"His eminency's departure left the Iranian nation helpless for losing
one of their great scientific and revolutionary personality." The Leader
lauded the late Ayatollah's brilliant works and endeavors in the pre- and
post-1979 Islamic Revolution era, expressing condolence to religious

The Supreme Leader of the Islamic Revolution, Ayatollah Seyed Ali
Khamenei, Thursday expressed condolences on the occasion of Wednesday's
sacrilege to the holy shrines in Iraq and considered the occupiers and
Zionists the main masterminds behind this 'big crime.'
The holy shrines of Shiite Imams, Ali al-Naqi (AS) and Hassan
al-Askariya (AS) in the Iraqi city of Samarra were attacked Wednesday
morning for the second time by terrorists. The holy shrines were first
attacked on February 22, 2006.
"While being vigilant in the face of dangerous divisive policies of
enemies, the ulema and dignitaries in the world of Islam and all Muslims,
particularly the Iraqi people – Shia and Sunni - should maintain
self-restraint and amity with their Muslim brethren more than ever," the
Supreme Leader said in a message issued on the tragic event.
The criminal seditionists once against committed another crime, said
the Leader adding the explosion at the holy shrines and the sacrilege to
the Askari shrines have pit the world of Islam against a horrible
conspiracy aimed at fanning the flames of a civil war in Iraq and engaging
Muslim states in bloody religious and sectarian events.
The Leader said, "The disgraceful and blind-hearted agents behind this
big crime, whether they are remaining stooges of Saddam's Baathist regime
or the beguiled Wahhabi and Salafi fanatics, it cannot be doubted that the
intelligence services of the occupiers and Zionists are the main
masterminds of these heinous schemes.
"The occupiers have left the scene open to terrorists and panic-mongers
to weaken the bases of the popular government of Iraq and justify their
illegitimate presence in that country and are causing discord among Muslim
brethren."
The Leader stressed that the Askari shrines were respected in Samarra
by Sunni Muslims for centuries and nobody had in any time insulted them.
"Now, this is the second time that this holy and exalted site has been
violated shamelessly and criminally during the domination of the occupiers,"
said Ayatollah Khamenei.
The Supreme Leader urged the Iraqi Shia and Sunni brethren not to be
entrapped by the enemy conspiracies.
"Muslims throughout the world should be vigilant of the discord-sowing
and war-mongering policies of enemies of Islam. Today, enemies will fan
the flames of discord in Iraq, Palestine, Lebanon and any corner of the
world of Islam that they can and instigate Muslims on various religious,
partisan and ethnic pretexts to stand against each other and commit
fratricide."
The Leader warned that Muslims should not help the enemies achieve
their "dangerous and disgraceful objective".
The Supreme Leader called on the Sunni ulema to condemn the Samarra
catastrophe and voice their disdain towards those behind this event.
Ayatollah Khamenei also invited the Shia ulema and followers of the
Ahl-al-Beit (the infallible family of the Prophet (PBUH)) to
self-restraint.
The Leader advised all ulema and religious dignitaries of the world of
Islam to show amity towards their brethren and respect the religious
sentiments of any faith.

Islamic Revolution Leader Ayatollah Sayed Ali Khamenei confirmed to the
visiting Nicaraguan President Daniel Ortega and his high ranking
delegation that the current unfair international relations is on verge of
collapse with an otherwise perspective coming to sight.
"Through their unity and perseverance, the independent and struggler
countries and nations which oppose America's policies will be enhancing
the line of justice in international relations and expediting the process
of fair relations," Ayatollah Khamenei said.

to all pressure and will stay the course because the sole path toward
summits of progress is to endure hardship."
Ayatollah Khamenei underlined cooperation among independent and
struggler countries and nations. The IR Leader praised the relations
between the Islamic Republic of Iran and Nicaragua as rational, courteous
and beneficial to the two countries, urging for further expansion of the
bilateral ties in every respect.
During the meeting, also attended by President Mahmoud Ahmadinejad, Mr.
Daniel Ortega, the Nicaraguan President, expressed approval over the IR
Leader's remarks, saying, "As you said, signs of the collapse of America's
unipolar power have been emerging and the imperialism has been approaching

The Nicaraguan President touched on the ever-widening anti-US movement

Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei
here on Monday stressed that the independent Iranian nation would never
implore the world's bullying powers in its peaceful nuclear program.
He made the remarks in an address to a huge crowd gathered at the
mausoleum of Founder of the Islamic Republic Imam Khomeini in southern
Tehran, to commemorate the 18th anniversary of Imam's demise.
Ayatollah Khamenei said the future of Iranian nation, in the light of
the real nature of the late Imam's movement which includes Islam, people
and innovations based on Islam, will be even brighter that than the past.
The Ayatollah stressed that resistance against bullying powers in order
to attain one's right has a price.
"The late Imam paid the price in this way with the public confidence
and the Almighty God returned the price in double to him in such a way
that the number of people who participated in the funeral of that great

rights is vigilance and resistance.
"You should not beg others for your right. As long as you retreat and
show leniency, the hegemonic nature of the bullying powers is to increase
their intimidation. Right must be achieved through resistance."
Ayatollah Khamenei said the resistance of Iranian nation is the cause
of the strength of the Islamic Republic and the realization of
independence and national dignity adding, "because of this resistance, the
bullying powers of the world have concluded that Iranians will never
retreat from the field of danger when they should defend the truth and
their rights."
The Supreme Leader said the continuation of resistance makes the ground
ready for the nation to gain their rights in all fields including nuclear
energy adding, "The free and independent nation of Iran is not to beg
their rights from the domineering powers, because their experiences
through the past 28 years have taught them that they can get their rights
with prudent resistance."
Ayatollah Khamenei said the emergence of 'Islamic Republic' as a new
identity in the sensitive region of the Middle East was the great legacy
of the late Imam adding that the Islamic Republic of Iran is the most
stable system in the region and all the efforts of the enemies to defeat
it have been futile and the youth and the intellectuals in the Islamic
world are getting more and more interested in Imam and the Islamic
Republic.
The Ayatollah underlined the continuation of the way and said the
progress of the country depends on loyalty to the main lines of Imam's
movement which are being Islamic, popular and innovative." On the Islamic
aspect of the revolution, the Ayatollah said while the Islamic Republic
was the fruit of Shia teachings, the political system goes beyond any
sectarian identity and that is why the Sunni Muslims of Palestine and the
Shia Muslims of Lebanon have both pinned their hope on the Islamic
Republic of Iran.
On the popular aspect of the revolution, Ayatollah Khamenei said
people's votes in the Islamic Republic of Iran is the determining factor
adding the Western democracy is not the people's choice. It is the choice
of power-wielders and people have no role in bringing governments to power.
Ayatollah Khamenei said today, the enemy's news imperialism is trying
to portray a tarnished and wrong image of the Iranian nation and the
Islamic republic of Iran.
On the efforts of the enemies to cause discord among Muslims, the
Ayatollah said Shiite-Sunni war is one of their major conspiracies.
