Ayatollah Khamenei instructs authorities in charge of Article 44 drive

Islamic Revolution Leader Ayatollah Sayed Ali Khamenei Monday instructed the authorities in charge of the execution of the Article 44 of the Constitution about the relevant discussions in a meeting in which he described efforts as such as a sort of jihad, adding that provided all the authorities practice diligence, in two or three years the drive will bear fruits.

Ayatollah Khamenei reviewed records and background of notificatin of the article's general policies once on May 22, 2003 and the other one on July 1, 2005 and expressed dissatisfaction over the pace of affairs.

"The problem is driven by either indifference towards how the Article 44 could produce a large economic upturn or absence of a common understanding in different bodies and institutions," Ayatollah Khamenei said, adding that the meeting was aimed to examine the significance enshrined in the issue and bring about a common concept of the theme.

Ayatollah Khamenei believed that to provide the ground for the execution of the Article 44 general policies, a change must come about in certain structures, regulations and assignments of the state bodies.

The Islamic Revolution Leader termed post-revolutionary economic developments not proportionate with socio-political turnaround in the period.

"Notable moves have taken place in economy. However, we were expected to offer a successful economic version to the world to further substantiate our national competence in economic progress and justice administration by making a tangible growth in per capita income and GDP, taking part in international economic competitions, removing poverty and impoverishment and administering justice."

Ayatollah Khamenei viewed national wealth and social justice as two major axes of the Islamic economy, adding that any methodology, instruction or prescription in economy which caters to the said axes is approved while no other discussion is of use for the country and people as long as it fails to consider expansion of national wealth and social justice.

Ayatollah Khamenei described generation of wealth as a must-have for poverty removal, adding that to expand national wealth, the path of capitalization and economic production must be paved for the entire people so that the overall young educated workforce and competent managers could implement giant, lucrative projects under the auspices of various bodies.

Ayatollah Khamenei hailed the Constitution as balanced, far-sighted and fair in its approach towards economy. The IR Leader examined how the Article 44 divides economic activities into the triple sectors of state-run, cooperatives and private-run and said that according to the terms and provisions of the Article, the division aims to enhance economic advance in the country and they must be regarded valid as long as they help materialize the goal.

Ayatollah Khamenei blamed the excessive expansion of state-run properties in the first decade after revolution on some reservations regarding the Imposed War (1980-88) as well as the extraordinary economic situation during the same spell.

Ayatollah Khamenei regretted that the trend failed to ebb away in the subsequent decades following an overexpansion in the number of state corporations as well as refusal to cede them to the public.

"As an outcome, state properties increasingly widened against the Article 44 of the Constitution and the revenues, expected to serve a healthy flow of wealth in the country, were in effect squandered to carry out wasteful and useless projects thereby inflicting damage on the national economy."

Ayatollah Khamenei underlined large ventures to materialize the objectives of the National Economic Vision, adding the drive was not an assignment to be assumed by the government whereas the government bears heavy responsibilities in securing strategic affairs and modern technology, an area not to be trespassed by the private sector.

"Some outsiders by open propaganda or diplomatic push try to present the serving government accountable in this regard whereas the problem has been built up over the past years because the approach towards the matter was wrong and the Constitutional Article 44 was let down," the IR Leader said.

Ayatollah Khamenei outlined the by-laws and aims of the Article 44 as freeing the administration from unnecessary economic activities, opening the path of venturing in national economy, promoting cooperatives sector and widening its supportive umbrella over feeble strata of society, assigning the administration to governing matters, policy making and leading role, clarifying where the revenues raised through ceding project are spent, and approving demands of the administration over the drive.

The IR Leader welcomed the "justice shares" initiative, recently offered by the serving administration, adding that the Article never meant to cut price national assets, rather it meant to make a small-benefit property turn into a burgeoning asset for the economy with the scheme being directed at underprivileged people.

"Islam welcomes generation of wealth through legal and legitimate ways bereft of corruption," the IR Leader said, adding that generation of wealth would translate into social wealth and a good dded as well provided it came along with honest intention and aiding impoverished people.

Ayatollah Khamenei underlined combat against corruption as complimenting wealth generation through legal ways and termed it instrumental to healthy economic competition under the Article 44 of the Constitution. In the same regard, the IR Leader called for bringing transparency to the relevant regulations and amending some laws, urging the three branches of government to abide by the undertaking.

"Some individuals out of opposition to economic flourish and progress of the Islamic System, oppose the policies. These people, principally linked to outsiders, try to hold back Iranian economy to press it by economic leverage in time of need," Ayatolah Khamenei said, referring to the dissenters of the Article 44 in home and abroad.

Concerning the dissenters towards the execution of the article, Ayatollah Khamenei said, "these individuals are mainly among those people whose interests or administrative power are affected by the execution of the policies."

Ayatollah Khamenei then turned to the duties of the three branches of power in this regard and urged the authorities for studying the dimensions of the drive, consulting with experts and avoiding haste.

"Nevertheless and in any regard, the pace of the execution of the general provisions of the Article 44 must be expedited and the authorities in charge of different governmental bodies must seriously pursue the drive through a timetabled plan," the IR Leader said.

In drawing up the conditions needed to execute the Article 44, Ayatollah Khamenei pointed to ratification of necessary laws in the parliament, full judicial support for legal and legitimate ownership by establishment of expert courts to that effect, taking an all-embodied approach towards different provisions of the Article 44, informing people and private sector and giving transparency to relevant regulations to prevent any sort of abuse.

"Thank to diligence of the heads of three branches of power and the authorities as a whole, in the two or three years to come the drive will bear tangible fruits and everybody will become more hopeful about the prospects of the country," Ayatollah Khamenei concluded.

 

Supreme Leader advises Syrian president to support Iraqi government

Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei on Sunday called on Syrian President Bashar al-Assad to support the Iraqi government.

Syria and Iraq resumed diplomatic relations after a quarter of century with a visit to Damascus of Iraqi President Jalal Talabani in 2006.

The Supreme Leader said that Iran and Syria are the two strategic allies and that the 28-year friendly relations should further develop.

Ayatollah Khamenei said that consultations between the Iranian and Syrian officials would strengthen the strong pillars of bilateral relations.

The Supreme Leader expressed concern about the difficult and complicated situation in the Middle East and said that the global arrogance led by the US and its allies are the main losers in the controversy in the region.

Citing the chaotic situation in the Middle East, the Supreme Leader said that the US interference in the region has led to nowhere and the US president is being reprimanded by his colleagues in the Republican Party as well.

The Supreme Leader said that the enemies have attempted to unleash religious conflict in both Iraq and Lebanon and advised the Syrian president to support the government of Prime Minister Nouri al-Maliki and national aspirations of the Lebanese people and at the same time do its best to foil the conspiracy of religious conflict in the regional states.

Ayatollah Khamenei thanked Syria for helping bring closer the Palestinian groups and stop conflict between the Palestinian groups and called for Tehran-Damascus coordination to help resolve regional disputes.

The Supreme Leader recalled the US propaganda campaign against Iran ahead of February 11, the anniversary of culmination of the Islamic Revolution and said that the magnificent turnout on the National Day rallies helped demoralize the enemy.

On his part, President al-Assad said that the US has attempted to weaken resistance of the regional nations to its hegemonic goals.

"But, the Islamic Republic of Iran and Syria have stood up to the US with reliance upon their own nations," President al-Assad said.

The Syrian president called for cooperation among the regional states to thwart the conspiracy of stirring up religious conflict in the Islamic states.

"I hope that the upcoming visit to Damascus of Iraqi Prime Minister Nouri al-Maliki would serve to develop Damascus-Baghdad relations," President al-Assad said.

Al-Assad reaffirmed Syria's support for aspirations of the Lebanese people.

President Mahmoud Ahmadinejad was also present in the meeting.

Supreme Leader: Nation's bravery emanates from religious faith

Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei said on Saturday that bravery of the Iranian nation emanated from the religious faith and both the nation and government should not spare a moment in their move towards progress and peaks of victory.

In a meeting with people from East Azarbaijani province, the Supreme Leader said that despite the eye-catching progress in Iran in the past 27 years since victory of the Islamic Revolution, those involved in anti-Iran propaganda campaign have failed to recognize the truth and realities in the Iranian community.

"In the past 27 years since victory of the Islamic Revolution, the Iranian nation has come to the scene whenever they felt a threat from the enemy," the Supreme Leader said, citing people's magnificent turnout on February 11 when the US administration had intensified its threats against Iran.

"This is a strong point of the Islamic Revolution which the enemy can never understand," the Supreme Leader said.

Ayatollah Khamenei said that the February turnout across the country was blessings of the Almighty and the strong point of the Islamic Revolution.

"The February 11 rallies once again displayed the power of the Islamic Revolution and reduced the anti-Iran threats," the Supreme Leader said.

Ayatollah Khamenei made it clear that the third generation of the Islamic Revolution have the same commitments to the Islamic Revolution as the first generation who were involved in the Sacred Defense (Iraqi-imposed war 1980-1988) did. However, sometime the third generation youth are more determined than the first generation, he added.

The Supreme Leader said that the young generation with high talents are determined to move forward in the field of science and they have managed to reach the heights of scientific progress.

The Supreme Leader dismissed the hostile threats against Iranian nuclear program and said that Iranian nation needs the nuclear energy for its future in order to avoid dependence on the nuclear states.

The Supreme Leader advised the nation to get stronger in the face of threats and said that any set-back will encourage the enemy to become more aggressive.

"The officials should never downgrade the nation's resolve to move forward and they should heed the national determination to that effect."

The Supreme Leader said that the nation needs nuclear energy in future, because the oil and gas reserve will not last forever.

Ayatollah Khamenei recalled the Tobacco Movement of Azarbaijani people under leadership of religious leader Sheikh Mohammad Khiabani and the uprising in Tabriz, one year before victory of the Islamic Revolution and said that the nation would proceed with their national nuclear program too.

The Supreme Leader also pointed to the enemy's plot to damage Iran's territorial integrity and said that the people of Azarbaijan have given their response to such a plot throughout the history.

Iran has planned to establish eight nuclear power plants each with a capacity of 1,000 megawatts by 2015.

Uranium enrichment is currently at the level of Research and Development (R&D) by commissioning less than 1,000 centrifuges to produce fuel for the power plants.

The primary stage of fuel-cycle needs at least 3,000 centrifuges to operate by feeding Uranium Hexafluoride gas (UF6).

Iran is a signatory to Non-Proliferation Treaty (NPT) and respects Safeguards Agreement of the International Atomic Energy Agency (IAEA).

Islamic Revolution Leader Ayatollah Sayed Ali Khamenei ruled out the enemies' psychological operation to demoralize the Iranian nation as a token of their frustration and weak stand.

In an address to the commanders and personnel of the IRI Army's Air Force in the morning, the IR Leader emphatically promised that the great Iranian nation will take the stage in February 11 annual marches more enthusiastically than ever to prove to the world that it continues to tread its prideful path vigilantly and powerfully.

The meeting was held to commemorate the anniversary of the Army's Air Force' historic votive meeting twnty seven years ago with the late founder of the Islamic Republic of Iran, Imam Khomeini, may Allah be consent with him.

Ayatollah Khamenei elaborated on the enemy goals behind their hue and cry or threats of sanctions, saying that the Iranian nation ever since twenty seven years ago has been courageously confronting the enemy ploys and thwarted them through its innate capabilities and resources as well as its deep roots, growing more and more powerful so that the present position of the Islamic Republic of Iran could not be compared with that of early revolutionary period.

The IR Leader said that America's threats to block Iran is not new, adding that America and several other countries have blockaded the I.R. of Iran since years ago, though the Iranian nation could manage to make a large, bright scientific-technological progress amid the sanctions atmosphere.

Ayatollah Khamenei denounced 'intimidation' as the age-old and constant approach of the domineering powers to demoralize the nations and plunder their wealth, adding, "Scare and surrender to enemy is the mode of those nations and authorities who have failed to realize the might of national resolve. Otherwise the Iranian nation has debunked the spell of intimidation of the dominance seekers and mightily stood up to any sort of threat through its successful experiences of the last 27 years."

Ayatollah Khamenei touched on rumors of an imminent America's attack on Iran and told enemy not to bother themselves. "They must not bother themselves to try to intimidate the Iranian nation by such matters. Hasn't America ever attacked Iran? Furthermore, the enemies are well aware that any sort of aggression would be followed by a full blown reaction of the Iranian nation against the aggressors and their interests anywhere in the world," Ayatollah Khamenei cautioned.

"We believe that no one would commit such an irrational error to endanger its country and interests. Even though some say the American President is not a man of calculation or heeding the repercussions of his conduct, such individuals too could be made to heed wisdom," Ayatollah Khamenei said, adding that the American analysts and policy-makers had realized that the Iranian nation will not leave any aggression unanswered.

Ayatollah Khamenei turned to Zionist regime's admittance lately that it was in hold of A-bomb, adding that the regime in doing so sought to intimidate the Islamic countries and Muslim nations.

"Scare is like a termite which chops off the vital foundation of the nations. The world of Islam must remain alert towards the sort of plots," Ayatollah Khamenei urged.

Ayatollah Khamenei blamed the enemies' conspiracies, brawling and scam against the Iranian nation during the last 27 years on their failure to realize the united, profound faith of the nation.

"The awakening of the world of Islam constitutes a principal dimension of the Islamic Revolution in Iran," the Islamic Revolution Leader said.

 

IR Leader pays tribute to late Imam

At the threshold of the annual 'Ten-day Dawn' celebrations, marking the victory of the Islamic Revolution and on the anniversary of the martyrdom of the fourth Shiite Imam, Hazrat Sajjad (AS), the Islamic Revolution Leader, Ayatollah Sayed Ali Khamenei on Thursday paid tribute to the father of the Islamic Revolution, the late Imam Khomeini.

The Islamic Revolution Leader then visited the tombs of the martyrs of the Islamic Revolution and the Iraqi imposed war as well as the martyrs of June 28, 1981 bombing and wished them higher spiritual position.

On June 28, 1981 a bomb planted by the terrorist Mojahedin Khalgh grouplet at the headquarters of the then Islamic Republic Party claimed the lives of the late chief justice Ayatollah Mohammad Hossein Beheshti and 72 other top government officials.
