Tehran, March 23, IRNA -- The Supreme Leader of the Islamic Revolution
Ayatollah Seyyed Ali Khamenei on Sunday expressed condolence on the death of
Mohsen Nourbakhsh, the governor of the Central Bank of Iran (CBI). In a message
to President Mohammad Khatami, the Supreme Leader offered condolence to the
government on the occasion. Ayatollah Khamenei hailed Nourbakhsh's services and
termed him as a competent director. In the meantime, Chairman of the Expediency
Council (EC) Ayatollah Akbar Hashemi Rafsanjani extended condolence on
Nourbakhsh's death and described him as a devoted and expert director.
Condolences on the CBI governor's death were also voiced by several other
officials including President Mohammad Khatami, Interior Minister Abdolvahed
Mousavi Lari, the Majlis Presiding Board, and the cabinet ministers.
Tehran, March 23 - Supreme Leader Ayatollah Ali Khamenei here Saturday joined
a meeting of Iran's top security body, the Supreme National Security Council,
headed by President Mohammad Khatami, to discuss the Iraq crisis and regional
developments and t ake necessary decisions.
President Khatami outlined the government's policies on the Iraq crisis as
well as preparations made to this effect.

SNSC Secretary Hassan Rowhani also briefed the meeting on his office's
activities.
Interior Minister Abdolvahed Mousavi Lari outlined the operations of the
crisis headquarters of his ministry while Foreign Minister Kamal Kharrazi and
Information Minister Ali Younesi reported on the latest political and security
developments in the reg ion.
Senior military commanders also presented a report on the country's military
situation.
Ayatollah Khamenei thanked the SNSC and other related state apparatus for
foreseeing events and taking effective measures to guarantee the national
security and gave the necessary guidelines to this effect.

Mashhad, Khorasan Prov, March 22, IRNA -- Supreme Leader of the Islamic
Revolution Ayatollah Seyed Ali Khamenei here on Friday condemned the ongoing
US-led war on Iraq, saying this invasion marks the emergence of a new form of
Hitlerism in global history. Ayatollah Khamenei told a large crowd gathered to
mark the advent of solar year 1382 that Hitler had ridiculous and false
justifications to cover up his crimes and that the Americans' "catastrophic"
invasion is similarly an attempt to materialize their "illegitimate"
objectives in the guise of defending their national interest. He said Americans
are conveniently defending their "illegitimate" interests as
"national interests" in different parts of the world at any cost, even
at the cost of shedding the blood of innocent people. He, moreover, said that
among the US's objectives in Iraq is to have full and long-term control of its
rich oil resources as well as the tremendous reserves and extensive consumption
markets of other Arab and Muslim states of the region. The Supreme Leader said
that the onging attack on Iraq marks one of the "dirtiest" wars
Americans have launched in defiance of humanitarian values. He further said that
an attack by one sovereign state against another under any false pretext is
abominable in the eyes of world public opinion. He urged Muslim nations to
ponder on the dangerous dimensions and consequences of this US-led war which is
becoming more extensive. He said the US agenda includes implementation of
political, cultural, publicity, and eventually military plans in the region, and
warned Arab and Muslim governments and nations to be aware of these plans while
reminding that vigilance on the part of Muslims will be a stumbling block to US
designs in the Islamic world. Ayatollah Khamenei said the culture and literature
of the Islamic Revolution have penetrated the social life of Muslim and Arab
communities. "Americans understand the realities pretty well and for this
reason they seize every chance and opportunity to subject Islam to political and
propaganda invasion." Ayatollah Khamenei criticized the double approach of
the Zionist and US media to Iran, saying these media consider Iran as being
among Muslim nations which support the US-led wars in Afghanistan and Iraq while
in the non-Muslim world it is portrayed as a "supporter of terrorism."
He condemned both approaches as being completely wrong. The Supreme Leader
dismissed as a "sheer lie" the enemy propaganda that is Iran
attempting to develop weapons of mass destruction.

Tehran, March 21, IRNA -- Supreme Leader Ayatollah Ali Khamenei has described
the US-led attack on Iraq as "satanic" and called for immediate halt
to the invasion. "Although the attack has started at the American and
British will, it is not clear whether the end of the war will also be at their
hands if they do not rapidly pull out of this battle," he said in his
Friday message to Iranians on the eve of Norouz which marks the new solar year
of 1382. "The Islamic Republic of Iran, while calling for immediate halt to
the war, does not defend the dictatorial Baath regime; it only defends the Iraqi
nation and believes that the future of Iraq must be decided only by the Iraqi
nation," the supreme leader said. Ayatollah Khamenei also called on the
Iranian youth to stay vigilant against British and American provocations,
including their cultural and political war against the Islamic Republic.
"My message to the beloved youth is that they strengthen their resolution
and prepare themselves for a brave presence in various scenes. Although, we may
have no military war, we will definitely have a political and economic,
especially a cultural, war," he said. "This is the unmasked face of
America which pays no heed to the world public opinion and defines illegitimate
and illegal interests for itself wherever it wishes and creates enormous
tragedies in order to achieve them," Ayatollah Khamenei added. The aim of
the US-led "destructive and oppressive war" is to occupy Iraq,
dominate the region and its oil riches as well as protect the illegitimate
Zionist regime of Israel, the supreme leader said. In another part of his
message, Ayatollah Khamenei urged state officials to start the new Iranian year
with a "movement" to serve people and seriously fight unemployment and
"financial corruption". "The focus must be deep-rooted, enduring
and immediately productive work which mostly benefits the oppressed and
down-trodden classes," he said. The work done so far to create jobs and
uproot financial corruption is "praiseworthy but not sufficient", the
supreme leader said, adding "the fight against unemployment and corruption
must continue with full force". Ayatollah Khamenei urged officials to
refrain from bitter political rivalry and instead get down to brass tacks.
"What is accepted is (that officials) race to serve the masses. Political
rivalry, accompanied by clamors and disputes in order to gain more power, is not
acceptable and has no value," he added.

Tehran, March 19, IRNA -- On the eve of the new Iranian year (to start on
March 21), the Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali
Khamenei presided over a meeting of five top officials from national
administrative hierarchy on Tuesday. President Mohammad Khatami, Speaker of
Parliament Hojjatoleslam Mehdi Karroubi, Head of the Judiciary Ayatollah Mahmoud
Hashemi Shahroudi, Chairman of the Expediency Council Ayatollah Akbar Hashemi
Rafsanjani and Secretary of the Guardian Council Ayatollah Ahmad Jannati
discussed several issues concerning national programs and the regional
developments.

The Supreme Leader recommended the top officials to exercise solidarity and
prayed to God Almighty to bestow success upon the officials to extend more
services to the people. A row appeared between the Expediency Council and the
Parliament over granting an extra rls 60 billion fund for the Guardian Council
in the next fiscal year's budget plan. The parliament believes that the extra
fund is disproportionate with the total budget of the next fiscal year.
Tehran, March 17, IRNA -- Supreme Leader of the Islamic Revolution Ayatollah
Seyed Ali Khamenei on Sunday called for international efforts to head off Iraq
war. In a meeting with Syrian President Bashar al-Assad, the Supreme Leader
welcomed Iran-Syria close cooperation in all fields especially on Iraq crisis.
The Supreme Leader said that the Americans have decided to occupy Iraq to forge
dominance over Iraqi oil wells and follow the example of the 18th century
colonialists in the 21st century. But long-term occupation of Iraq, the dream
they cherished for a long time, will be impossible under the current
international situation, the Supreme Leader said. The Supreme Leader said that
changing the political map of the region is something beyond the US capability
adding that the Americans may inflict damages and blows on the region, but,
resistance of the nations will deal a deadly blow to the US, leading to its
collapse from the superpower status. "The US threats are being posed to all
the nations in the region including several Arab states. The US plan is
something beyond only Iraq. Anyone who extends support for the US, is in fact
doing something against itself," the Supreme Leader said. The Supreme
Leader said that the United States economic situation and its international
image is currently weaker than that of the era of Vietnam war. The Americans are
exposed to hatred of many nations due to the practices of their own government,
the Leader said. The US administration has embarked on creating terror to
prevent the nations from resistance, but, the nations will stand up to
neutralize their attempts, the Supreme Leader said. On Palestine, the Supreme
Leader said that the Palestinians have displayed admirable resistance to the
Zionist occupation force adding that Iraq crisis should not cast shadow over the
plight of the Palestinians. The Supreme Leader said that resistance of
Palestinians and the Lebanese to Israeli occupation have created a major
obstacle in the way of the US goals adding that countdown has started for Israel
with continued resistance of Palestinians. It is a duty for all the Islamic
nations to support the Palestinians, the Leader said. President Bashar al-Assad
described the situation in the region as very complicate and sensitive and said
that Iran and Syria have common views and regular consultations over Iraq crisis.
The Syrian President referred to the statements of the US officials and said
that the Americans have planned to install a military commander in Iraq, but,
the Iraqi people will stand against foreign occupation and will turn the US war
into a 'war of attrition' bringing an eventual defeat for the United States.
President Assad said that the US war on Iraq aims to render support for the
Zionist regime and suppress Palestinian Intifada adding that resistance of
Palestine, Lebanon and other nations in the region will create another Vietnam
for the US. Accompanied by Vice-President Abd al-Halim Khaddam and Foreign
Minister Farouk as-Shara, President Bashar al-Assad arrived in Tehran on Sunday
for consultations. President Mohammad Khatami was also present in the meeting.

Seyed Ali Khamenei said on Tuesday that the US will be entangled in a quagmire
in the region if it embarks on military aggression on the region something which
will speed up its collapse.
While inspecting the headquarters of the Islamic Revolution Guards Corps (IRGC)
navy, the Supreme Leader said that the aggressors cannot stand against the
strong nations.

Tehran, March 11 - Supreme Leader of the Islamic Revolution Ayatollah Seyed
Ali Khamenei said on Monday that developed relations among the Islamic nations
will serve mutual interests and help solve the problems of the world Muslims.

In a meeting with Turkmen President Saparmurat Niyazov, the Supreme Leader
said that religious and cultural affinity between Iranian and Turkmen nations
had created the ground for developing multilateral relations.
The Supreme Leader said that Iran-Turkmenistan cooperation on Caspian Sea and
regional issues, oil and gas and construction of the friendship dam will have
extensive benefits for the two nations.
The leader called for implementation of the accords already reached between
the two countries to boost the mutual trust.
On anti-Muslim aggressions in the world, the Supreme Leader said that Iran
opposes the Zionist regime's aggressions against Palestine and the looming US
war on Iraq and believe that Islamic nations should hold consultations to help
alleviate the sufferings of the Muslims worldwide.
President Niyazov said that his visit to Iran was successful thanks to the
guidance of the Supreme Leader. The Turkmen president said that Tehran-Ashkhabad
relations would further develop and construction of the friendship dam will be
completed one year ahead of schedule.
Tehran, March 11 - Supreme Leader of the Islamic Revolution Ayatollah Seyed
Ali Khamenei asked the officials to compete in rendering services to the masses
who have been always present in all scenes of the revolution.

In a meeting with those elected by the people as the new councilors for the
Tehran Islamic city council, the Supreme Leader said rendering services to the
people is of highest degree of value.
He hoped that the new councilors would be able to perform their obligation
toward the people who have voted for them and said the factional activities
would be of no utility for the public benefit.
Those who have been elected in the second round of the city and village
councils elections are well known to the people, the Supreme Leader said adding
that the councilors have to enjoy such qualifications as strong religious faith,
honesty, trustfulness, courage, reluctancy toward luxurious lifestyle.
He advised the new councilors to get in touch with the people, to try to
remove the problems and hardships facing them and to avoid a luxurious lifestyle.
He said the officials have to work in full cooperation with each other to
effectively tackle the problems.
Priorities should be identified and redefined to be dealt with in the Tehran
megalopolitan area, he said adding that to this end various organization should
cooperate.
Technical and expert views are needed in dealing the issues related to Tehran
and professionals and experts should be encouraged to cooperate, he noted.
Speaking in the meeting, new councilor Mehdi Chamran said the councilors
would avoid political disputes and would focus on the expert views of officials
to serve the people.
Tehran, March 10 - Supreme Leader of the Islamic Revolution Ayatollah Ali
Khamenei here on Sunday evening underlined the need to eradicate deprivation in
the southeastern province of Sistan and Baluchestan.
Addressing several senior officials of the country, including President
Mohammad Khatami, First Vice-President Mohammad-Reza Aref, a number of cabinet
ministers, a group of senior army commanders and several ranking economic
officials, the supreme leader stressed on rapid implementation of the
development projects planned during his last week visit to the province.
Underlining the need to carry out projects to eradicate consequences of the
drought in the province, Ayatollah Khamenei said the province plays a key role
in bolstering the relations between Iran and the international economy and trade
centers.
Terming Sistan and Baluchestan province as a gate of country's trade with
world's eastern regions and the Asian continent, the supreme leader said the
important port of Chabahar at the Gulf of Oman, the lengthy borders with the sea,
sharing borderlines with Pakistan and Afghanistan and having high transit
potentials have turned the province into an important region.
Referring to the province as a key to development of the country's eastern
part, Ayatollah Khamenei reiterated that development of Sistan and Baluchestan
province will lead to development of its neighboring provinces.
Calling for paying special attention to the public security particularly
border security in the region, the supreme leader emphasized on serious
confrontation with the narcotic bands.
Ayatollah Khamenei further called for countering any move to sow discord
among Shiite and Sunni people.
Tehran, March 4, IRNA -- Supreme Leader of the Islamic Revolution Ayatollah
Seyed Ali Khamenei said on Tuesday that one billion Muslims worldwide will
follow Iran if the Islamic Republic of Iran sets a satisfactory model of
religious democracy. In a meeting with members of the Assembly of Experts at the
end of their two-day gathering, the Supreme Leader said that officials in charge
of the Islamic Republic are expected to observe the Islamic criteria in carrying
out their duty and prove the efficiency of the system of government.

The Supreme
Leader said that the officials are responsible for removing discrimination,
poverty and social class gap, and for reserving the country's independence and
people's freedom within the Islamic criteria, adding that if the officials
successfully set an example of an efficient system of government, the people
would further place confidence in them. The Leader referred to his nine-day
visit to Sistan-Baluchestan province and said that the people love the Islamic
system and at the same time truly expect the officials to restore justice,
welfare and narrow the gap between the classes and fight poverty. The Supreme
Leader pointed to the second municipal elections held on Friday and said that
despite the people's grievances about the performance of certain city councils,
over 20 million people took part in the elections. "If all the city council
had carried out their duty adequately, of course there would have been wider
turnout," the Leader said. The Supreme Leader said that the people will pin
hope on the city councils if those elected carry out their duty well and avoid
politicizing administration of municipal affairs. The Supreme Leader complained
that he received reports about spending of huge amounts of money on election
campaign while the young population in remote provinces need small amount of
money to solve their difficulty. The Leader also said that there has been
failure to confirm the qualification of several candidates who could run for
election, but, the people did not vote for them either. On the US threats to
wage a war in the region, the Supreme Leader said that the former big powers of
the world used to take such actions, but, they demolished themselves later.
"Once, it was only Iran that chanted the slogan of death to America, but,
today the people in all parts of the world even inside the United States itself
are chanting the same slogan as a result of the bullying policy of the US
administration," the Leader said. Prior to the Leader's remarks, Chairman
of the 86-member Assembly of Experts Ayatollah Ali Meshkini delivered a speech
on the importance of observing the Islamic criteria in administration of the

Ali Khamenei wrapped up his nine-day visit to the southeastern province of
Sistan and Baluchestan and returned home Monday morning. The Supreme Leader of
the Islamic Revolution arrived in Zahedan, capital city of the southeastern
province of Sistan and Baluchestan on February 23. During separate meetings
attended by senior ranking officials including Vice President and Head of the
state Management and Planning Organization (MPO) Mohammad Sattarifar, Minister
of Industries and Mines Es'haq Jahangiri and Minister of Defense and Armed
Forces Logistics Rear Admiral Ali Shamkhani, ways of implementing projects to
remove problems facing the deprived people of the province were discussed. Other
ranking participants in the meetings included Minister of Roads and
Transportation Ahmad Khorram, Minister of Energy Habibollah Bitaraf, Minister of
Agricultural Jihad Mahmoud Hojjati, Minister of Health Massoud Pezeshkian,
Minister of the Interior Abdolvahed Mousavi and Head of the Deprived Regions

Zahedan, March 3, IRNA -- Supreme Leader Ayatollah Ali Khamenei said here
late Sunday that the enemies were using every machination to keep Iran from
progressing, including by instigating banditry at the country's eastern and
southeastern border regions, where drug trafficking is rife. "The enemy is
seeking to frustrate the progress and construction of the Islamic Iran by any
possible means, but these efforts will remain futile as before," he told
during a meeting with the families of those killed, injured or imprisoned during
the Iraqi-imposed war of 1980-1988. "However, we should strengthen
ourselves," the supreme leader added. He also cited "Iran's
independent and courageous stances on regional and international issues,
including its opposition to the bullying of the world haughty, as a guideline
for other nations". He urged the Iranian youth to pursue "scientific
and moral self-discipline", saying "the Islamic Iran must turn to a
full-fledged example for other nations, especially Islamic states, with the help
of the officials and the whole nation, including the youth". The Iranian
youth are the best and the most pious in the world, Ayatollah Khamenei said,
adding "the enemies, like their other plans, will not succeed with their
bid to promote depravity in the society". He also hailed the "vigilance
and the political insight" of the Iranian nation. "Despite all the
efforts made to create political disputes and impose factional divides in the
society, the people look at the religion and the Islamic faith as a point for
unity. That is why America has become so much desperate about issues relating to
the Iranian people and the Islamic system," the supreme leader said. Drug
smugglers and armed bandits use most of Iran's southeastern and eastern borders
which straddle major international transit routes of narcotics from Afghanistan
and Pakistan to lucrative markets in Europe, the Persian Gulf and Central Asia.
Iran has lost more than 3,300 of its security forces in a relentless anti-drug
fight which has also left huge financial losses since the 1979 Islamic

IRNA -- The Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali
Khamenei, addressing a group of Zabul citizens on Sunday said that such
gatherings marking the loyalty and faith of the people carry definite messages
for the friends of the Iranian nation and enemies of the Islamic system.
Referring to the problems facing the province, especially the drought in the
past five years, the Supreme Leader added that our friends in Afghanistan should
comply with their commitments to supply water to the region. "We expect
Afghanistan to respect the rights of Iran and the residents of
Sistan-Baluchestan province to Hirmand river water and the issue will be
followed up seriously by the Islamic Republic of Iran," he added. Ayatollah
Khamenei said that despite its capable manpower and natural potentials, the
province is still faced with great problems. "However, all the existing
difficulties will eventually be solved with further efforts of the officials
along with close cooperation of the loyal and committed provincial people and a
bright future is predicted for the province," he added. The Supreme Leader
attributed the deep religious beliefs, culture and knowledge of the provincial
people to the presence of the prominent scholars and scientific-cultural figures
in the history of the region. Lauding the bravery of the martyrs from Zabul and
other provincial areas, the Supreme Leader added, "The youth should further
attempt to keep vigilance and identify the enemies, since the constant
participation of people is indispensable." Expressing his regret over the
obstacles banning the education and social activities of women and girls in the
area, he said that there is no difference between men and women in Islam. "Everyone
should contribute to the education and social activities of women and girls,
especially their parents, to help the Islamic Revolution benefit from their

opposition of the Middle Eastern and Persian Gulf states to the US presence in
the region and said that the world superpower intends to justify its presence in

"Is the US ignorance of the public opinion in the region a respect for
democracy or is it hypocrisy?" the Supreme Leader asked. Referring to the
will of nations as the only means to resist the global dictatorship, he stressed,
"The Iranian nation will keep on resisting the enemies through unity and

Zahedan, March 2, IRNA -- The Supreme Leader of the Islamic Revolutio
Ayatollah Seyd Ali Khamenei inspected the Hirmand River, the water reserves
known as Chahnimeh, Zehak dam and the irrigation networks in the Kahak border
area northeast of Sistan-Baluchistan on Sunday morning. During the inspection,
ministers of the interior and agricultural jihad and provincial officials
briefed Ayatollah Khamenei on the measures taken in the area to remedy the
shortage of water and to implement the projects currently underway. Referring to
the sensitivity of the Kahak area, the Supreme Leader underlined the need for
further efforts to be taken to increase water supply for irrigation purposes and
to provide fresh water to the area. Stressing the special geographical situation
of the area, he pointed out that the setting up of the Chahnimeh water reserves
is the best way to tackle the shortage of water in the area. Three chahnimehs
with a capacity of 660 million cubic meters have already been constructed in the
Zabul border area, which not only supply the fresh water requirement of Zabul,
the surrounding villages and part of Zahedan but also irrigate 45,000 hectares

Khamenei Saturday in Iranshahr underlined the need to provide the youth with
appropriate facilities in order to help them augment their scientific knowledge.
Addressing a large group of local people in the southeastern city of Iranshahr,
the Supreme Leader stressed that the Islamic Republic of Iran feels itself
duty-bound to eradicate deprivation from all over the country. Referring to the
oppression imposed on the Iranian nation by Pahlavi dynasty, Ayatollah Khamenei
said the Islamic system is shouldering great responsibility in helping people
with their materialistic and spiritual life. As to efforts being made by the
global arrogance to make the region insecure, Ayatollah Khamenei reiterated that
the enemies' efforts are aimed at blocking the development of the regional
states. The leader arrived in Zahedan Sunday on a provincial visit to meet local
