has been invited to attend a prestigious international conference titled `World Peace in
the 3rd Millennium to be held at the United Nations, reported `Tehran Times'
Monday. An
informed source talking to the English-language daily said that the Leader however is not
going to United Nations, but ``will send his message which will be read in the
conference.'' Quoting the source, the paper wrote that ``Ayatollah Javadi Amoli, a
prominent instructor at Qom Seminary will represent the Leader at the conference.'' He
will read the message of the Leader who will throw light on different aspects of Islamic
philosophy for carving peace in the world that was repleted with bloody wars during the

Tehran, July 29, IRNA -- Office of the Supreme Leader of the Islamic Revolution
Ayatollah Seyed Ali Khamenei issuing a communique Saturday thanked the people of the
Ardebil Province for their warm welcome and hospitality shown to the Leader during his
tour to the province. The Leader's landmark visit to the Ardebil Province has turned into
a great and unforgettable event in the Province's history, said the statement adding that
the visit indicated the unbreakable link between the people in this region and the Leader.
The emotional scenes of the Leader's talks with the courageous and loyal people of the
province including the enthusiastic youths and basijis was indicative of the fact that the
love for the leadership is deeply rooted in the heart and mind of the Iranian

Khamenei in a meeting with the directors and executive officials of Ardabil Province on
the last day of his visit to the province said the main objective followed by the Islamic
system is to serve the people. He said the officials should take full advantage of the
appropriate grounds provided by the Islamic Revolution to serve the people and contribute
to the prosperity of the country. The best solution to the problems facing the nation is
to adopt effective measures to remove poverty, corruption and discrimination, the Leader

with members of Sevan tribe that dwell on the slopes of the Sabalan Mountain. Ayatollah
Khamenei, who is on a tour of northwest Iran, praised the contribution of Iranian nomads
to the development of the country on the side of other nationals since the triumph of
Iran's 1979 Islamic Revolution. At the same meeting, Iran's Minister of Construction
Jihad, Saeedi Kia, presented Ayatollah Khamenei a report on the current status of Iran's

Tehran, July 26, IRNA -- Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali
Khamenei in the city of Meshkin-Shahr stressed that solving the problems and removing
shortages are among main duties of the government and officials of the country. Addressing
a public gathering in the northwestern city of Meshkin-Shahr, the Leader reiterated that
keeping the minds of officials and people busy with unreal and factional issues is a
treason to the Islamic Republic system and the nation. On fundamental difference between
the Islamic system and Pahlavi monarchical system, Ayatollah Khamenei said that the
objective of the Islamic system and its officials is to the serve people and to remove
deprivation from the country. Some certain people and factions, said the Leader, are
trying to prevent government's planning aimed at solving the problems by injecting
factional issues and false tumults. "I have repeatedly told the government and Majlis
that their first priority is to solve economic problems facing people. "Making hue
and cry about minor issues and writing and talking about issues of interest to the U.S.
and Zionist intelligence services is a treason to the country and the nation," the
Supreme Leader stated. As to efforts being made by the enemies to prevent construction and
development in the country, Ayatollah Khamenei said, "Today, full support for the

July 26, IRNA -- Leader of the Islamic Revolution Ayatollah Ali Khamenei Tuesday
afternoon said the burden of teaching, identifying and addressing people's demands and
aspirations, particularly that of the youth, fell on the shoulders of the clergy.

Addressing a gathering of religious figures, theologians and clergy of
Ardebil, the
Supreme Leader stressed that the Islamic movement of the world followed the leading of the
Islamic Republic. "Enemies of Islam are unable to stop the movement," added the
Leader. He reminded his listeners of the hardships borne by distinguished Ulema in the
course of history for the sake of religion, truth and justice as they served the people
and confronted oppressors. The vaunted place of religion in Iran which is located in a
highly sensitive region of the world was won through the efforts and sincerity of
religious Ulema and the devotion of people which brought a kind of unity and dignity to
the world's Muslims. Therefore, the Leader stressed, the only way to preserve the nique
place of religion in Iran is to continue the efforts and endeavors of the Ulema and

in various fields so that they can properly address issues or questions raised by the
youth. Stressing that the Islamic Republic of Iran and its slogans were the propellers of

the moral power of the Islamic Republic as well as its continuing political progress has
frightened enemies and world powers. Therefore, the Leader added, they are working hard to

Tehran, July 25, IRNA -- Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei
said in Ardebil on Tuesday the Islamic Republic has never mobilized its armed forces to
launch an assault against any country, but, the armed forces will strongly defend the
rights of the Iranian nation and safeguard the country's land and sea borders. Speaking
after reviewing a military parade in Ardebil, the Commander-in-Chief of the Armed Forces
said the Muslim and faithful intellectuals have borne sufferings for centuries in order to
establish the Islamic Republic.



The Leader said the Muslim nation of Iran at last founded the Islamic Republic with the
help of God Almighty under the leadership of the late Imam Khomeini. The Supreme Leader
said the arrogant world powers are irritated by the establishment of the Islamic Republic
and have employed every conspiracy to confront the Islamic system in Iran. "The
Islamic Republic is a sacred tree rooted in the religious nature of the Iranian nation. To

Tehran, July 24, IRNA -- Addressing a large gathering of the enthusiastic people
including families of the martyrs, war disabled and veterans of the Ardabil Province on
Monday, Supreme Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei said the
officials shoulder a heavy responsibility toward the martyrs.


He also said that the Iranian nation are deeply indebted to the war veterans, disabled
and martyrs and their honorable families. The courageous and self-sacrificing actions of
the war veterans and martyrs during the sacred defense prevented the enemies to reach
their evil objectives, to infiltrate into Iranian territory and to humiliate the Iranians,

Tehran, July 24, IRNA -- Leader of the Islamic Revolution Ayatollah Seyed ali Khamenei
said in Ardebil on Monday that optimal utilization of natural resources will serve to
remove economic bottlenecks. Addressing a large gathering at Basij Square in Ardebil,
Ayatollah Khamenei said Ardebil Province has good potentials in agriculture, livestock
breeding and border trade with neighboring countries.


With optimal utilization of the province's potentials, many economic difficulties will
be solved, the Supreme Leader said. "Since the establishment of the Islamic Republic,
special attention has been paid to Ardebil Province and more services rendered to improve
the welfare of local people. The process should continue to remove deprivation from the
province," the Supreme Leader said. The Leader recalled memory of Sheikh Safi-eddin
Ardebili, a religious personality who helped propagate Islam (whose descendants founded
Safavid dynasty which ruled in Iran from 1500 to 1736). Ayatollah Khamenei said because of
the religious background of Ardebil Province, the Qajar and Pahlavi rulers neglected the
province, but, thanks to the Islamic Revolution, the province has undergone considerable
development. The Leader called on the government and provincial officials to seriously
work to remove shortages the province may have in different sectors. "The people and
the youth and officials are responsible for working hard to make good on backwardness in
the country. Absolutely, the endeavours in this respect will satisfy God, the
Almighty," the Supreme Leader said. The endeavors of the government and the youth
should be aimed at removing poverty, corruption and discrimination, which formed the theme
of the revolutionary and Islamic reform, the Leader said. The Supreme Leader advised
officials not to allow certain ill-wishers to sow discord in the society. Ayatollah
Khamenei said the enemies have targeted the national unity, conspiring to sow discord
between different Iranian tribes and between the Azeri and Farsi-speaking people. All
Iranian people from any ethnic groups are brothers and support the Islamic Republic of
Iran.

Damascus, July 24, IRNA -- Iran's Supreme Leader Ayatollah Ali Khamenei on Monday sent
a congratulatory message to the new Syrian President Bashar al-Assad through his special
envoy Ali Akbar Velayati, Iran's former foreign minister. Upon arrival in Damascus Monday
morning, Velayati was welcomed by Heisam al-Zavihi from the Syrian presidential office,
Iranian Ambassador Hossein Sheikholeslam, a member of the leadership council of the
Lebanese Hizbullah, Sheikh Mohammad Yazbak, a representative of the Palestinian Islamic
Resistance Movement Hamas, Emad al-Alami and a number of clerics residing in that country.
"By this trip I intend to meet Bashar al-Assad to offer felicitations on the part of
the supreme Leader on the occasion of his presidency," he told reporters.
"Iran-Syria ties are, as usual, brotherly and close and we support Syria's valuable,
Islamic, and revolutionary stances." Zavihi, for his part, said:
"Tehran-Damascus ties have been based on mutual respect and the two states share
similar views on many international issues. "In the shadow of Bashar Assad's
leadership, (Iran-Syria) bilateral ties would expand more than ever." Earlier,
President Mohammad Khatami and the foreign ministry also felicitated Bashar al-Assad on
his election as Syrian president. Bashar, an ophthalmologist by profession, was elevated
to his country's highest post after his father Hafez al-Assad, Iran's best ally in the
Middle East, passed away on June 10. Bashar won an overwhelming 97.29 percent of the votes
in a referendum to confirm his presidency. Bashar, during a meeting with President Khatami
during Hafez al-Assad's funeral last month, told the latter he hoped to visit Tehran soon.

Tehran July 19 - The Supreme Leader of the Islamic Revolution Ayatollah Ali Khamenei
said here on Tuesday that the Guardian Council (GC) is the most important institution to
protect Islamic feature of the Iranian system. Ayatollah Khamenei said the system's
durability depends on consistency of its Islamic feature and the GC is responsible for
safeguarding this very important duty. The Supreme Leader made the remarks in a meeting
with the GC members on the occasion of the 20th anniversary of the establishment of this
organ on an order by Father of the Islamic Revolution and Founder of the Islamic Republic
the Late Imam Khomeini. Ayatollah Khamenei said the GC is proud of protecting the Islamic
identity of the system and preventing its gradual dissolution. Protection of the form and
content of the Islamic system through checking conformity of laws with Islam and
constitution has been a great duty fulfilled by the GC a highly important and actually
basic institution of the system over the past 20 years added the Supreme Leader. The
Supreme Leader said the GC has the duty based on the law to prevent infiltration of impure
elements into the pillars of the system. If the Guardians Council had not fulfilled the
duty certainly the system would have faced many problems the Supreme Leader added. Of
course there might be problems in the process but one should not bring entirety of the
giant institution and its legal duty in vetting competency under question through
political lobbying noted the Supreme Leader. Interpretation of the constitution is another
duty entrusted to the GC said the Supreme Leader adding that if the constitution had not
made the GC responsible for the issue it would not have been clear which problems various
attitudes towards constitution had created for the country and society. The Supreme Leader
said interpretation of the constitution should be made with deep insight utmost care and
patience.



Ayatollah Khamenei called on the GC to deal with issues thoroughly and comprehensively.
Establishment of a strong research center and benefitting from the views of Ulema
Jurisprudents university professors and other experts would augment the GC's efficiency in
dealing with various dimensions of laws said the Supreme Leader adding that establishment
of specialized commissions too would strengthen its activities. Ayatollah Khamenei called
on the GC members to provide firm justifications on any law they pass. The practice would
lead to creation of a rich source of jurisprudential and specialized justifications that
can be used by various institutions of the system as well as researchers at seminaries and
universities.
Elsewhere in the remarks the Supreme Leader touched on opposition raised against the GC on
the body's ruling on competency of candidates in various phases of elections. The group
employ various propaganda-political means and at times insult to bring the GC under
question said the Supreme Leader adding that of course if the moves are coupled with
insult officials of the system and three branches of power would be duty bound to confront
them. The reason for some other people's opposition to the GC is their wrong belief in the
body's investigation of competencies or laws continued the Supreme Leader. Ayatollah
Khamenei said all possible efforts should be made to prevent the rights of any individual
from being denied. ``I am sure that esteemed members of the GC given their piety and
commitment would exercise sufficient care (in that respect) and I consider it as my duty
to strongly defend the GC as a legal and official institution which shoulders an important
role '' stated the Supreme Leader. The Supreme Leader said establishment of a data bank
and of a small but strong and watchful organization is necessary for the GC to ensureits
continued preparedness to fulfill its legal duties. The organs concerned are fully duty
bound to provide the GC with all the information it needs added the Supreme Leader. The
Supreme Leader said promptand full dissemination of information to the public by the GC is
a must. ``... There should be development in performance of the council '' the Supreme
Leader added. Concluding the remarks the Supreme Leader said the GC should fully abide by
the law and fulfill its duty without any consideration.

Tehran, July 17, IRNA -- Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei
said on Monday every government organ is required to work to strengthen morality and
religious values in the community. Addressing members of Tehran City Council, The Supreme
Leader said morality and religious values should be fully observed in providing public
services - be they social or economic. The Leader supported the municipal councils and
described them as one pillar of Constitution of the Islamic Republic. Ayatollah Khamenei
advised the members of Tehran City Council to exercise vigilance and precision in carrying
out their responsibilities, observe law and avoid being involved in unnecessary matters.
The Leader said the City Council is expected to administer municipal affairs free from
political considerations or internal conflict, because if the City Councils failed to meet
the public demand, it would be a blow to the country.


The Supreme Leader called on Tehran City Council to promote Islamic architecture in the
capital and draw up programs for the welfare of the public as well as helping the poor.
Ayatollah Khamenei cautioned the City Council against misuse of public fund in
administering municipal affairs adding that 'bribery' is a great sin and always has
destroyed the socio-political regimes. The City Council should adopt measures to fight
financial corruption in whatever form or nomenclature, the Leader said. The Leader said
the municipalities do not have the right to promote construction of western style
high-rise buildings to increase their income, because such methods would cause adverse
cultural impacts. The Supreme Leader drew attention to the cultural works the City Council
should develop in metropolis Tehran and required the City Council to carry out special
programs to deal with drug addicts, beggars and homeless people. Ayatollah Khamenei called
on the City Councilors to avoid taking partisan considerations into account in providing
programs to deal with social affairs. In this case the people's problems will not be
solved, The Leader said. Elsewhere in his address, the Leader pointed to the activities of
political parties in the country and said the western style political parties do not serve
democracy. Following the partisan goals without meditation is not democracy and will not
serve national interests and public preferences, the Supreme Leader said. Prior to the

performance and planning made by the Council for Tehran and the difficulties facing the

that the Intelligence Security Department of the Islamic Republic Army should exercise
vigilance in applying the advanced knowledge and technology while acquiring technological
know-how for manufacturing and constructing field equipment. Addressing the officials and
staff of the Intelligence Security Department at the Islamic Republic of Iran Army, the
Leader said the significant role of the organization lies in preserving the security which
the enemy tries to infiltrate. According to the Public Relations Department of the
Leader's Office, the Leader underlined the need for upgrading the spirit, piousness and
faith of the personnel of the organization. The vibrancy and high morale of the
organization's personnel will lead to steadfastness of the entire army resulting in the

Tehran, July 9, IRNA - The Leader of the Islamic Revolution, Ayatollah Seyed-Ali
Khamanei, here Sunday questioned the true motive of Washington and London for reformations
in Iran, and said the two powers that had imposed despotic and tyrannical rules on the
people of the country for more than 50 years had no reason to intimate sympathetic
feelings about the Iranian nation today. Ayatollah Khamenei who was addressing a group of
visiting embers of the ulema and government officials on the occasion of the birthday
anniversary of Imam Hassan Asgari (AS) said Washignton was scheming for the eventual
collapse of the Islamic Republic as, he said, it had previously done with the former
Soviet Union, little knowing, he added, that a statehood supported by religious pillars is
totally different from communist systems and could not be shattered. He said the Americans
had designed the collapse of communism in the Soviet Union with plausible slogans for
reforms and reformations whereas, he said, the same stratagem would never work for Iran.

Ayatollah Khamenei said reforms and reformations are truly inherent elements of the
Islamic Revolution so that to stress the need for reformations in the country would be to
say the obvious. He reminded, however, that reforms and reformations of the type that fit
with the Islamic Revolution are one thing and those recommended and advocated by
Washington and London for Iran are another. He said the disparity of the social, cultural
and political situation in the present-day Iran and the former Soviet Union is sufficient
assurance for the Iranians that Washington's scheme for Iran would bungle. The Leader of
the Islamic Revolution stressed that the Islamic Government as well as officials and the
nation as a whole had to arrive at and agree on well-defined definitions for 'reforms' and
reformations' among themselves so that when they talked about those ideas they would be
sure exactly about what they were talking, and what they meant by those words. He said any
reformations in Iran inspired by western models ould be incongruous with the Islamic
Republic, and added that it was necessary that a center be created for directing, leading,
monitoring and pacing reformations in Iran so that neither the direction of progress, nor
the national destination, nor the tempo of the march towards that destination would get
out of control. He said in the absence of a center of that nature in the future it was
likely that the course of progress would swerve to wrong directions. Ayatollah Khamenei
said freedoms were among the prime concerns of the government officials but, he observed,
the kind of freedoms that might allow the print media to mislead the public thinking into
forms pleasing to the enemies of the Islamic Republic would not be tolerated. He said not
only the Judiciary but every official should take exception to those who should be tempted
to take advantage of the freedoms of the press.
Meanwhile, President Hojatoleslam Mohammad Khatami who was among the Leader's visitors
offered a report to the Leader on the state of national affairs and the projects of his
administration. He also offered a brief report on the economic programs of his
administration and acknowledged the political maturity of the nation at large, as well as
college students. He said, however, that they were still ill-wishers who periodically
attempted to take advantage of exceptional situations in the country to the detriment of
the nation. He observed, however, such things were only small waves that would always
vanish in the torrential force of the nation at large. Towards the end of the visit, the

of all jailed Lebanese.



Ayatollah Khamenei in response congratulated Nasrallah for the victory
of the Lebanese over the Zionist occupiers, and underlined Iran's spiritual support for
the Hezbollah Movement and the Lebanese people. He said the Muslim world shared the
jubilation of Lebanese victory, and observed that their victory was the fruit of efforts
of the Lebanese and the Islamic resistance. He called Hezbollah the frontline of the
struggle of the Muslim world with the Zionists, and added that the liberation of
Palestinian lands from Zionist occupation is the ultimate goal of that struggle. Ayatollah
Khamenei also appreciated Hezbollah whose efforts to fight Zionism, he said, had paved the
grounds for the Palestinians to fight the Zionists regime.
